Court: Judges cannot indefinitely delay appeals
The Supreme Court says federal judges cannot indefinitely delay a death row inmate's federal appeals to see if the convict can become mentally competent enough to help his lawyer.
The high court unanimously ruled Tuesday against Arizona death row inmate Ernest Gonzales and Ohio death row inmate Sean Carter.
Inmates appealing state death sentences to federal court have a right to a lawyer. But the courts never said whether the inmates have to be mentally competent enough to help their lawyers with their federal appeals. Gonzales and Carter wanted the high court to say that federal judges have discretion to hold up proceedings indefinitely until the inmates are ready.
Justice Clarence Thomas says "at some point, the state must be allowed to defend its judgment of conviction."

Jordan court postpones verdict of ex-spy chief
A Jordanian criminal court says it has postponed a verdict in the case of a powerful former intelligence chief on trial for alleged embezzlement of public funds, money laundering and abuse of office.
Presiding judge Nashaat Akhras told Mohammed al-Dahabi in court Sunday that his verdict will be pronounced Nov. 11, without giving a reason.
Al-Dahabi ran the General Intelligence Department between 2005 and 2008.
He faces up to 15 years in jail if convicted.
He was arrested in February, when inspectors from the Central Bank of Jordan suspected transactions worth millions of dollars had gone through his bank account.
The rare case against such a high profile official is meant to show Jordan's seriousness in efforts to tackle graft and corruption — a demand voiced in recent street protests.

Lawyer: Man will repay misbegotten bank money
A Philadelphia-area man who allegedly spent more than $67,000 deposited into his bank account in error will apply for admission to a program for first-time offenders.
The attorney for Joseph Bucci says the Bensalem man was prepared to repay $10,000 of the missing money and would repay the rest of the money.
Bucci waived a preliminary hearing Thursday in Bucks County court. Attorney Michael Parlow says Bucci has sold many of the items he bought with the money, including a car.
Parlow tells the Bucks County Courier Times he'll seek admission for Bucci into a diversionary program that would allow him to have his record expunged.
Police say Bucci used the misbegotten money for airline tickets, a dog and other expenses besides the car.

German court rules against Microsoft in patent battle
A court in Germany ruled Wednesday that Microsoft infringed two patents held by Motorola Mobility, in a case that could affect sales of its popular Xbox 360 console and the Windows 7 operating system.
The patent spat between the two companies centers on technology owned by Motorola Mobility Holdings Inc., which Google is in the process of buying for $12.5 billion.
Microsoft and Apple Corp. have filed a complaint with the European Union's competition watchdog alleging Motorola unfairly limited rivals from using its patents by demanding exorbitant fees.
In Wednesday's ruling, the state court in the southern city of Mannheim upheld Motorola's complaint on the patent breaches and declared Microsoft Corp. liable for unspecified damages.
The court also ordered Microsoft to remove all products that infringe the patents from the German market, including its Xbox 360 console and the Windows 7 operating system.
But both parties have seven days to appeal before the verdict comes into force, and Microsoft spokesman Thomas Baumgaertner said the company plans to do so. Should Motorola want the verdict enforced before a final appeals ruling is issued, it would have to deposit several tens of millions of dollars as a legal security, the court said.
